Each school district in Indiana County has established a School-to-Career Team that functions in conjunction with the district's strategic planning team, to establish a Career Development or a District Action Plan. School-site Facilitators come from various positions within the school system, (administrator, guidance counselor, teachers) and are instrumental in the selection and facilitation of the local team. Ideally, this team is composed of the superintendent and/or principal, guidance counselor, teachers from all levels, and where possible, representatives from the business community and the student body.

Local partnership teams were established in Indiana County in 1996 as a result of the School-to-Work Opportunities Act. The position of School-site Facilitator (SSF) was established in each school district to chair team meetings, and to act as a liaison between the school district and the business community in the development and implementation of career related activities for students k-12.
